Eyewitness reports describe his usual manic laughter echoing through the cell blocks as he vanished into Gotham's underbelly. The file is marked high priority by the GD Commissioner, with warnings of impending "jokes" — likely involving city-wide terror, poisoned water supplies, or hostage situations laced with deadly punchlines. Current intelligence suggests he may already be planning something big, but the last sighting is the Docks. Leads are thin: a stolen Joker-toothed grin mask left behind and security footage of him waving at cameras.
